Last Week's pre-council meeting shouting match is led by Councilman Mark Skinner

What may seem somewhat innocuous, that is City of Colleyville's quarterly newsletter, ended up in a shouting match with Councilman Mark Skinner raising his voice first against fellow Council member Elaine Dolan, then Mayor Pro Tem Jon Ayers.

Dolan suggested the newsletter should have the approval of the council and 25% of it should not be a political message from the mayor.

Councilman Elaine Dolan brings up the fact that she doesn't feel she has any voice in the Communicator, the city's quarterly newsletter.

In the pre-council meeting of February 1st, Council member Elaine Dolan said that she felt the Communicator she be more department driven. Dolan said she researched the beginning of the publication and the council, that initiated the publication, had been adamant the effort not be political in nature.

Skinner confronts Dolan by saying it is his opinion that none of Mayor Hocutt's columns were "political tools."  Skinner then raises his voice to Dolan telling her that "if you want to run for mayor, then you can write the column." Dolan reminds Skinner that in Colleyville's council style of government the mayor is simply a member of council. Skinner says well he agrees, then the council gets to vote on 75% of the Communicator content. Mayor Pro Tem Jon Ayers responds that the council will vote on 100% of it, if it decides to vote on it.

Mayor Pro Tem Jon Ayers enters into the discussion in an attempt to calm Skinner.  Ayers suggests that "let's not get into it."  However, Skinner shouts back "yes, lets do."  Finally Mayor Joe Hocutt gavels down Skinner.  Ayers points out the discussion was how to improve the Communicator, not dwell on the past.
