Last year a new State
law was enacted
regarding Motor Vehicle
Burglaries. State
Representative Vicki
Truitt had
worked relentlessly until
the Texas
Legislature finally wore
down and passed her Bill
(HB 1887) making it a
Felony offense to
commit three BMVs. The
law became effective
on September 1, 2007.
Prior to passage of
Truitt's legislation,
offenders who often made
their living committing
vehicle burglaries often
received no more
punishment than if they
had received a traffic
ticket. Under the new
law, first and second
offenses for BMV remain
a Class A misdemeanor,
but community
supervision will be
required for the first
offense, and a minimum
of six months in county
jail is required for the
second offense. A third
offense will be a felony
for which the convicted
must do state jail time.
Detective David Martz
is following up the

In other fascinating
reading of who received
Citations recently:
Thomas Dreiling,
latest developer of the
Oak Pointe subdivison
off Colleyville
Boulevard at the old
Sanders Lane (now called
"Oak Pointe") was
finally tagged with a
violation of the Tree
Ordinance on the site,
albeit belatedly for
the trees since much of
the damage had already
been done.
Dreiling, who lives at
90 Casa Lane next to
City Hall, was issued a
ticket by City Code
Enforcement Officer Kim
Roby on March 13th,
and a date of April 17th
was set for Municipal
Court to settle the $214
citation. That is,
unless he gets all
lawyered up between now
and then.
Also among the rich and
famous who received
citations recently was
former baseball player
and neophyte land
speculator, Rafael "I
have never used
steroids, period"
Palmeiro. On March
25, 2008, Palmeiro, 43,
of 5216 Reims Court in
the
Montclair subdivision
received 3 tickets for
Driving Without License
in Possession, Liability
Insurance Proof, and an
Expired License Plate.
Officer Brian Thorne
issued him the citations
at the offense address
of 700 Beverly Street at
5:13 PM. Municipal
Court date is set for
April 24, 2008. That
is, unless he gets all
lawyered up between now
and then.
Rafael Palmeiro,
doing business as
RP25, is also the
developer of The Reserve
At Colleyville in the
northwest corner of the
city. He had enlisted
as his front man on that
project, Ronald W.
Shirley, currently
incarcerated in the
Tarrant County Jail in
regards to a lawsuit
brought by another
Colleyville investor:
