Dear Vicki:
Colleyville City Manager, Bill
Lindley, and I appreciated your phone call this afternoon
regarding the medians installed at the intersection of State
Highway 26 and Glade Road in Colleyville. Colleyville and TXDOT
have excellent rapport and as you know, we were already working
together to resolve these issues with our citizens and
businesses.
As we outlined for you, Bill
Lindley and our city staff, Richard Myers of Realty Capital
Corporation, the developers engineer, Konstantine Bakintas of
BHB, and Oscar Chavez of TXDOT met October 18, 2001. At that
meeting, Richard Myers of Realty Capital and his consulting
engineer reaffirmed their belief that TXDOT guidelines stipulate
safety measures as needed at intersections where new streets
(i.e. Main Street) would enter Highway 26. Accordingly, after
TXDOT approved the current design, Colleyville's City Council
added their approval.
Colleyville's City Manager and
City Engineer who worked on this project in 1998/99 are no
longer with Colleyville and unfortunately, city records show
limited written documentation. However, we would be happy to fax
you any city records that do exist. Our city staff is very
appreciative of the TXDOT and Realty Capital representatives
being helpful in reconstructing the timelines for Colleyville.
As stated, Colleyville
taxpayer money was not expended on these medians. Realty Capital
Corporation paid $70,000.00 for the median installation, but
Richard Myers' position, as publicly stated, is that he prefers
no medians.
As you recall, TXDOT was
invited to a meeting held September 19, 2001 with business and
property owners with the sole objective of obtaining public
input and ideas on Highway 26 safety proposals. Unquestionably,
citizens' safety is now and always has been the number one
priority for all of us…citizens, TXDOT, Colleyville's staff
and elected officials.
Another meeting to gather more
businesses' and property owners' input is being presently
scheduled. TXDOT will be notified of this meeting. We value
TXDOT's input and realize their jurisdiction. We have a good
working relationship with TXDOT and are very hopeful a
representative will attend.
This particular problem points
to the fact that in-depth communication is always needed. That
is a known fact, but one that sometimes needs a "revisit
and reeducation."
Vicki, I realize you know that
before your phone call, we were already working with TXDOT
relating to this issue. However, I would like to reiterate a
line from our conversation today. Bill Lindley and I would like
to discuss/clarify information relating to Highway 26 medians
with any Colleyville resident that has contacted you regarding
this matter. I know you understand the value of keeping
constituents accurately informed, and probably made notes of
those who visited with you on a number of matters in order for
you to follow-up.
Bill and I have noted the one
Colleyville citizen you mentioned and we are happy to contact
him or send a copy of this correspondence. Please simply send us
a record of individuals names who contacted you and we will be
responsible for locating them. We look forward to hearing from
your office.
