BODY FOUND IN COLLEYVILLE
The Colleyville Police in conjunction with the Texas Rangers, Tarrant County DA's office and the FBI Evidence Response Team, executed a search warrant at a residence in the 700 block of Colleyville Terrace in Colleyville.  Working on a tip regarding 1 1996 homicide of a Fort Worth resident, authorities recovered unidentified human remains.  The remains have been transported to the Tarrant County Medical Examiners Office for identification.  The suspect is currently in custody at the Colleyville Justice Center awaiting arraignment. In the 700 Block of Colleyville Terrace authorities uncovered a body and made an arrest.  No further details were immediately available.

Regional Rail Corridor Study Meets in Colleyville
The study group, sponsored by the North Central Texas Council of Governments, met at Colleyville City Hall on Wednesday, March 24, 2004.

The Regional Study is scheduled to be concluded by December 2004. The capital cost is estimated at $365 million, estimated ridership is about 7,000 daily and the annualized cost per annualized rider is estimated at $13.85.  The current draft plan shows a station located at Pleasant Run near the Soccer Fields.  However, Barry LeBaron of the City of Colleyville stated the station might be better located at John McCain and Hwy 26 because the Pleasant Run area is more residential.

Colleyville City Attorney Provides Internal Memo to City Council Concerning definition of Moral Turpitude

Mark Skinner, Place 1, requested an attorney's opinion on "moral turpitude" then released the contents of the "Privileged" document to the Star-Telegram.

Ross Foster supplied an "opinion" based on his memo in 2002 "when the disclosure ordinance was being considered."

In a move that has left some on the city council upset with the process, the City Attorney provided a "Privileged-Do Not Generally Distribute" memorandum to the members of council on Tuesday afternoon.  In response to the report on Council Candidate Mark Jones, seen only on Local News Only.com, concerning Jones' DWI conviction. Click Here for details and definitions of "moral turpitude."

After LNO posted the article reporting Colleyville City Council Candidate Mark Jones DWI and weapons arrest, a anonymous tip recommending the web site http://www.DixieNet.org be reviewed concerning Jones' support.

The web site says it’s a group of Southerners who want to secede from the Union.

Colleyville Garden Club Celebrate Arbor Day 
Colleyville Garden Club is gearing up for an Arbor Day celebration to be held Friday, March 26, 10:30 a.m., at the Webb House in Bransford Park, 308 Shelton Drive, Colleyville. 

The Garden Club will continue this commitment to the city this year by celebrating national Arbor Day with the planting and dedication of a Shumard Red Oak.

The Colleyville Garden Club was organized in 1961 and has long history of civic beautification projects in Colleyville that include the butterfly garden at Kidsville, the esplanade at the Colleyville Center, and the donation of numerous trees throughout the city. 

The Webb House is historically significant to the City of Colleyville and was the recipient of a Colleyville Yard of the Month Award in November 1974 when it was occupied by George Taylor and Adalene Webb Taylor.

Spring Egg Hunt at Colleyville City Park


Colleyville Parks and Recreation is having their annual Egg Hunt, Saturday April 3. Infants to age 9 will participate in arts and crafts, a petting zoo, pictures with the Bunny and the hunt from 3:00-5:00 p.m. at Colleyville City Park. 

New this year is the Night Egg Hunt for ages 10-14. Participants will hunt eggs in Kidsville playground with flashlights. The activities are from 6:30 to 8:00 p.m. with refreshments, music, arts and crafts and the hunt.

Colleyville City Council Candidate Mark Jones Has a Criminal Record
DWI Arrest and Arrest for "Unlawful Carrying of a Handgun by a licensed holder-intoxicated" not revealed on sworn disclosure filed with city under misdemeanor crime of "moral turpitude."

Current hold-over Colleyville P&Z Commissioner and Colleyville City Council Candidate for Place 5 Mark Jones,  seen below in a  Bedford Police Department mug shot, was arrested around 5 PM on March 23, 1999 for DWI (Driving while Intoxicated) and Unlawful Carrying of a Handgun by a licensed holder-intoxicated. 


Mark Jones blew twice the current legal limit when tested.

A Bedford Police Officer witnessed Jones in a black Suburban crashing into a parked vehicle in the Chili's parking lot at 4:54 pm according to the Bedford Police report. The police officer's report stated that the Suburban, "remained attached for several minutes."  Jones was then able to get his black Suburban detached and left the scene of the accident at 2400 Airport Freeway.  Jones was pursued by a Bedford Police officer who writes in her report that, "...the vehicle finally yielded to lights and sirens in the 1800 block of Park Place. The driver drove the vehicle upon the grass in the 2400 block of State Hwy 183. The vehicle then struck the curb at 1800 Park Place."

Hocutt Veto Number 14
In a rut that has become so routine Colleyville's Mayor apparently no longer bothers to even date his veto letters, Mayor Joe Hocutt vetoed the appointments to the Planning and Zoning Commission for the 14th time.
The vetoes by Mayor Hocutt resulted in three of the P&Z Commissioners, Bud Sellers, Bob Culley and Mark Jones continuing to occupy seats that were scheduled for reappointment in 2003 by city charter.  Sellers and Culley were later removed on a 4 to 1 vote (Ginny Tigue dissenting) from the commission because they were in violation of attendance requirements.

The current veto of Mayor Hocutt results in Mark Jones, a candidate to replace Ginny Tigue on city council, remaining in a P&Z seat more than 7 months after Hocutt vetoed the first appointments in September 2003.

Colleyville Historian to Donate Railroad Cart to Bransford Park
Now comes the difficult part, navigating the city's donation procedures.

LNO has learned that Frances and Bobby Fitzgerald have offered to donate a railroad mail cart to the City of Colleyville to be displayed at Bransford Park, the home of the Webb House and railroad caboose.

La Hacienda back in the crime report with "Tampering With a Consumer Product"  offense claimed as a guest says he choked on a foreign object?
3/10/04 Fort Worth resident, Jeffery D. Elizaldo, 38, was the victim of a reported Tampering With a Consumer Product offense while dining at La Hacienda Ranch Restaurant, 5250 Hwy 121 South. Officer John Arenz responded. The complainant advised he had choked on a foreign object in his food. Detective David Martz is investigating the open case. Click Here for Crime in Colleyville.

50th Anniversary Celebration for Colleyville Fire Dept.

Mrs. Billy Jo Hubbard, along with her son and daughter-in-law, came all the way from New Mexico to present a very special historical document to the City on Tuesday night. In celebration of the 50th Anniversary of the Fire Department, Mrs. Hubbard gave the Mayor and Council the original minutes from the very first meeting of the Colleyville Volunteer Fire Department, dated March 31, 1954.

In the audience were a number of people who were central to the early organization of the VFD. Some, among the many who came just for this historic presentation, were Lloyd Brothers, Jimmy Reynolds, Joe Deupree, Ed Havran, and Lila Coley. Ms. Hubbard was given a Proclamation by Mayor Hocutt and Chief Mike Johnston for her gift, which will be archived in the Library for public viewing. She stated it was her hope "past, present, and future generations would be inspired to be firefighters."

Colleyville could be in jeopardy of losing historical barn
The log barn was built over 100 years ago.  While the construction techniques are crude by today's standard, the structure still stands.  With the property about to change hands from a pioneer family to a developer, now rumors are flying that the Grapevine Historical Society is interested in moving yet another historical structure from Colleyville to Grapevine. Council Majority Once Again Appoints Same Vetoed Candidates
The majority of Colleyville's city council once again voted to appoint Dave Dudziak, Tom Hart and Luann Edwards to the city's Planning and Zoning Commission.  Mayor Joe Hocutt had vetoed the previous appointments a total of 13 times up to last night.  Hocutt is expected to veto the appointments again leaving the P&Z with only 5 members, one being Mark Jones who has announced as a candidate for Ginny Tigue's seat.  Jones is opposed by Tom Hart, the former P&Z Chairman who has been vetoed numerous times.

In other action Ginny Tigue nominated Developer Raman Chandler to replace Betty Jean Willbanks on the Tree Board, he was seconded by Mark Skinner.  Chandler lost a race for city council in 1999 and stirred a controversy when he admitted that then council member Donna Arp "warned" him that the city was about to file a lawsuit against him.

For the past five years the holly  has served as the official tree of the City of Colleyville.  Each year the current mayor would throw the switch to light the tree at the beginning of the annual holiday event. The tree was toppled over during last week's severe thunderstorm.

The American Holly tree was a focal point of the Colleyville City Park.  The area now stands bare.
Monica Sue Walsh, Parks Director for the City of Colleyville said that tree experts were brought out to examine the tree.  Unfortunately the weight of the tree resulted in the roots being broken leaving no reasonable option to save the tree.

The tree was originally donated to the city by David Bagwell.
In an interview with Bagwell he said that the American Holly was originally purchased in South Carolina and brought to Colleyville on a flatbed trailer.  Bagwell has offered to replace the tree.

Lieutenant Colonel David McMinn speaks to Colleyville Lions Club after return for War in Iraq.

Colonel McMinn continues to serve his country in the Air National Guard and has been named the new 136th Operations Group Commander.  McMinn said that the morale of the troops is high and they are well aware and determined in their service to their country.  He said of course they are disappointed no stockpiles of WMD have been found, but the search continues.

What's New in Colleyville?  All council seats now contested.
With the filing of Shirley Schollmeyer, the 2003 Chairman of the Colleyville Area Chamber, for city council Place 3, all three seats are up for election are contested.

was the largest vote getter in the 2002 election.  He is also former Chairman of the Parks Board.

Ethics Commission Reopens Hearing on Jeff Wall and Earl Swift ethics complaint
Three months after the initial hearing concluded because of the lateness of the hour, the Colleyville Ethics Commission reconvened at the Colleyville Justice Center.  Frank Hill, attorney for David Bagwell, opened with comments referring to the previous testimony.  Hill said that the two commissioners attempted to "drive David Bagwell out of business in Colleyville."

2/27/04 Criminal Mischief: Detective David Martz is investigating a complaint from the Highland Meadows Homeowners Association, address listed as 5800 Meadowhill Drive. HOCUTT VETO NUMBER 13
LNO has learned that Mayor Joe Hocutt has for the 13th time vetoed the appointments of the Colleyville City Council to the Colleyville Planning and Zoning.  The City Attorney informed the city council on Tuesday night that the failure to appoint new members to the P&Z and/or leave the P&Z with only 5 members were both "out of compliance" with the city's own charter.  After Hocutt did not veto the first day after council, as been his custom recently, there was speculation the mayor may have been concerned about the charter violation and was going to allow the majority of council's decision to stand.

Tom Hart Files for Place 5 contest features definitive race in city.
After multiple vetoes by Mayor Joe Hocutt of his appointment to Colleyville Planning and Zoning Commission, the much maligned former commissioner has filed for Place 5 on the city council.  The race for Place 5 will feature Mark Jones, the only "hold-over commissioner," as a result of numerous vetoes, and Hart the former chairman that has been vetoed numerous times based on the "new faces" theme of the mayor. Hart had originally been appointed to the P&Z by a  5-0 vote of city council.  However, after Hocutt's veto, council members Mark Skinner and  Ginny Tigue changed their position and voted to support the veto.

Hart has served as a member of the Colleyville Planning and Zoning Commission from 1996 to 2001, and was its chairman for three years. He also served on the 1996 Sales Tax Committee; the 1995 Colleyville Charter Review Committee; 1993 and 1994 Grapevine-Colleyville Independent School District Strategic Planning Committee; was treasurer for the 1992 beer and wines sales initiative; and in 1991, served on the Bond Promotions Committee.

COLLEYVILLE CITY ATTORNEY SAYS CITY COUNCIL IS "OUT OF COMPLIANCE" WITH CITY CHARTER OVER P&Z DEBACLE.
Responding to a direct question from Councilman Jon Ayers at the Tuesday evening ( or Wednesday early morning) city council meeting, Colleyville's City Attorney Ross Foster stated emphatically that the city council was "out of compliance" with the city charter in two areas.

City Attorney Foster said the council had not followed the charter requirements by appointing the required three members to the P&Z during the odd year 2003 and secondarily, with the removal of two of the "hold-over" members for lack of attendance, the commission currently has only five members instead of the required seven.

With the filing of former council member Dana Feldman on March 1st, the first contested race in the Colleyville City Council election has taken shape.

Feldman, served one term on council from 2000 to 2002 when she was defeated by Place 3 Councilman Rich Hendler by more than 500 votes of the 3009 votes cast. Councilman Hendler has filed for re-election in Place 3 and Mark Jones, the hold-over P&Z member, has filed to replace Ginny Tigue in Place 5.

Pulitzer Prize finalist to speak at library fundraiser
H.W. Brands, historian and a finalist for the Pulitzer Prize, will be the guest speaker at a March 9 benefit for the Colleyville Public Library. Presented by the Friends of the Colleyville Library in association with Grapevine-Colleyville ISD, "An Evening with H.W. Brands" will begin at 7 p.m. in the auditorium at Colleyville Heritage High School. Admission is $5 for adults, with students admitted free.

This week another theft at an elementary school. Crime in Colleyville
2/19/04 Theft from a teacher on the job at Bransford Elementary School. The complainant, a resident of 209 Timberline South, advised an unknown person(s) stole her wallet while she was teaching. The Brighton black and brown wallet, with silver trim, was worth $100, and it contained $20 cash, Texas Driver License, child ID card, MasterCard, and children's clothing store credit cards.
