Campaign Statements Filed by Candidate and PACs

LNO has obtained a copy of campaign statements filed to date.  The first statement on April 5 and the final statement before election filed on April 27, 2001.

Donna Arp's filing contains 18 contributors for $5,200 with a PAC, listing Ginny Tigue as campaign treasurer called "Citizens for Mayor Arp", reporting $2,750.00.  

The contributors include "Timothy Meadows Campaign Fund for Dennis Marlin".  LNO checked with the Texas Ethics Commission to clear what procedures were involved for one campaign to donate to another. 

The Ethics Commission spokesman Natalia Ashley told LNO that this may incur when there has been proper filing.  "The fund must tell the public what is being done with money left over from a previous campaign", said Ms. Ashley. Marlin's July 17, 2000 campaign finance report was checked as the "final report" with $525.01 left in the coffers.  According to Ms. Ashley in order to comply with current rules, a report must be filed annually.

LNO requested all PAC and Candidate financials from the City of Colleyville and reports on the reports that were returned under the Open Records Act.  LNO did not receive an annual report on the "Timothy Meadows Campaign Fund for Dennis Marlin".

Mike Taylor reports 2 contributors with the Grogans at $500 his top contributor along with his personal loan to the campaign loan of $5,000.

The candidates for Position 1 ended up in a dead heat on contributions reported.  Incumbent Jody Short reported 7 contributors for $2,100 and Challenger Joe Hocutt reported 9 contributors for $2,100.  Short received contributions from the current chair of the P&Z, a former mayor, former candidate for council and the center of the City Hall controversy Patsy Smith.  Hocutt received funds from Council Member Dennis Marlin and Timothy & Becky Meadows.  Meadows was previously listed with a donation to Donna Arp as controlling the Dennis Marlin campaign fund.

However, the biggest gainer amongst candidates seems to be Mr. Hocutt.  His financial disclosure report list Mr. Hocutt as "Managing Partner" of Alatex in Grapevine, Texas.  Alatex is listed as receiving $2,826.28 from Mr. Hocutt's own campaign and the "Citizens for Mayor Donna Arp".

Race For City Council Pos. 2

Brad Rice reported six contributors.  Among his contributors was his Campaign Treasurer, John Orrell.  Mr. Orrell, a resident of Colleyville, is better known as the owner of the Krispy Kreme Donut store in Grapevine.  Rice reported just over $2,000 in contributions.  Rich Hendler reported 7 contributors, plus his "seed" money for a total of just over $4,000.
