b.  Approval of an Agreement with Newman, Jackson, Bieberstein Landscape Architecture to prepare an evaluation of 901 L.D. Lockett Road property and authorizing the use of Voluntary Park Fund monies in an amount not to exceed $6,960

c.  Approval of donation of books from Aletha Novosel for the L.D. Lockett facility
