Colleyville Council Announces Plans to Fill Place 4 Seat Vacated by Marlin

The Colleyville City Council officially accepted the resignation of Councilmember Dennis Marlin, Place 4, at Tuesday's meeting.  Mayor Donna Arp noted that she had expected to have a statement from Marlin to read into the record, but had not yet received one.  In response to citizen Rich Munson's request for information about the open position and specifics of the election to fill the seat, Arp announced that it will be the same date as the general election, Tuesday, November 6.  She further stated that the  council plans to appoint a replacement to serve until a candidate can be duly elected following a process based on advice received from the Texas Secretary of State, the city attorney and the city charter.  The council will accept applications for appointment through 5:00 PM Monday, September 10.  Further information will be available on the city website (www.colleyville.com) by Wednesday.

The next regular city council meeting was moved forward one week from September 18 to September 11 because the meeting fell on the holiday Rosh Hashanah.  An ordinance approving an amendment to the code regulating alcoholic beverage sales is up for a vote at that meeting.  In addition to other changes, the amendment would reduce the distance requirement that establishments selling alcoholic beverages must be from any church, public or private school, or public hospital.  That distance would be reduced from 1,000 feet to 300 feet.  Other ordinances up for consideration at that meeting include approval of the Fiscal Year 2001-2002 budget, setting the ad valorem tax rate for the fiscal year, and adopting a water and sewer rate increase.

In other business Tuesday night, appointments were made to four boards and commissions.  Bob Culley, Mark Jones and Bud Sellers were appointed to the Planning & Zoning Commission from a field of six applicants.  The council did not reappoint either incumbent, Luann Edwards or Tom Hart.  The sixth applicant was Christine Marsh.  Dee McNosky, Larry Henry and William Ward were appointed to serve on the Zoning Board of Adjustments.  Janice Cole, Gary Cantrell, and Donna O'Brien were appointed to serve on the Colleyville Economic Development Corporation Board.  Again, the council chose not to reappoint two incumbents who submitted applications, Ron Adams and Dennis Johnson.  Steve Knight was appointed to the Crime Control Prevention District Board of Governors.

Councilperson Dana Feldman announced early in the meeting that she wished to apologize to the citizens for the delay in announcing the appointment of an ethics committee in response to requests and suggestions made prior to the May election.  An ethics resolution was proposed and passed in April but was criticized by several citizens as being political in nature and excluding issues such as conflict of interest and misuse of positions.  Feldman announced that applications would be accepted for this committee through Friday, September 21.  She stated that the council had postponed action on this issue until the new city manager was in place and the budget was completed.
