Council appoints john orrell to interim place 4 position

In their first item of regular business Tuesday night the Colleyville City Council appointed John Orrell to the interim Place 4 council seat.  The vacancy was created by Dennis Marlin's resignation.  In a split vote between council members supporting former councilman Jim Moore and Orrell, Mayor Donna Arp cast the deciding vote for Orrell.  Councilmembers Hocutt and Rice supported Orrell, while Feldman and Tigue voted for Moore.  Orrell owns Krispy Kreme in Grapevine and is on the Colleyville Area Chamber of Commerce Board of Directors.  He will serve until a replacement is elected November 6.  Other applicants for the seat included Denis Duffy, Rich Munson and Richard Newton.

In other business the council approved a change to the ordinance regulating alcoholic beverage sales, reducing the minimum distance an establishment could be from a church or school from 1000' to 300'.  The 2001-2002 budget was approved and the ad valorem tax rate was approved with no increase.  A water and sewer rate increase was approved, as were the budget and capital improvement program for the Colleyville Economic Development Corporation (CEDC).  It was announced that Joe Hocutt had been elected President of the CEDC at a meeting earlier Tuesday.  Councilman Brad Rice voted against the CEDC capital improvement program.  The approval of the program defers the purchase of additional parkland from years 2004-2005 to 2005-2006. 

A special election was called for the purpose of electing a Councilperson to Place 4 for an unexpired term ending in May, 2002.  The election will be held November 6 and will be a joint election with Tarrant County.  The Special Use Permit for alcoholic beverage sales for on-premise consumption requested by Miguelito's Mexican Restaurant was removed from the table and approved.  A final plat for the Heritage Glen subdivision, a 10 acre tract on Glade Road, which was previously denied by the council was reconsidered and approved with Feldman casting a dissenting vote.
