City Staff Introduces New Web Site at Meeting of HOAs

Dixie Cawthorne, Marketing Director for the City of Colleyville debuted the City of Colleyville's new web site at a meeting of HOA representatives.

HOAs were represented from Caldwell's Creek, Remington Park, Saddlebrook, Ross Downs,Brookmeadow, Prestwick Park , Highland Meadows. Chelsea Park, Lakes of Somerset, Tara Plantation and Hidden Oaks. Note: Bridlewood was also represented and not listed in the original posting.

Dixie said the site has been under development for over a year and the city has utilized outside consultants to assist in the final design.  The new site features color photographs from around the city and provides easy navigation to obtain information on city related items of interest.

Dixie said the site would have numerous features designed to inform citizens of the many activities in the city.

Included will be updates of Celebrate Colleyville, the city's only city-wide event, Road Updates, City Calendars, Public Notices, Press Releases and Current News Bulletins.  A unique feature will be a virtual tour of the Community Center and business events planned for the facility.  Also, by the end of November, citizens will be able to view any council agenda, minutes, resolutions or ordinance from 1957 to present.  City Manager Bill Lindley discussed a number of issues of interest to the homeowner associations, including status of road construction throughout the city.

In addition, the city policy that prohibits the new city site to link to any web page that included advertising was discussed at length.  The policy allows links to other governmental sites and non-profit sites without any type of advertising.  It was pointed out that many HOAs do not actually have legal non-profit status.  In addition, some HOAs have their own web sites with business sponsors, while others utilize  commercial sites that provide free web hosting and technical expertise to the HOAs, however these have advertising.

Mr. Lindley explained that certain Federal and State statutes regarding open commerce could be problematic with the policy and that the city would be required to review the status.  

 

Another issue addressed was the concept that citizens would be required to enter their private e-mail addresses to receive various updates from the city. The privacy policy of "harvesting" e-mail addresses was discussed, especially in the area of  personal information being accessed by third parties, elected officials or under the Texas Open Records Act. In addition, a concern was expressed that this private data may be obtained by candidates or elected officials for campaign purposes or other political purposes. While the city staff indicated the new site would be available for viewing, within the next few days, City Manager Lindley said that the linking policy and other aspects of the city's new site would require additional review and study before any final decisions.


The new city web site will be available for public view within the next few days.  You will see a temporary page while the transition is being made.

The site is a major upgrade from the current city web site.  Mr. Lindley said the new site's professional design, graphics and content will be submitted in competition for award considerations in the future.
