12/99       TxDoT sends letter to Parsons stating they concur with the conceptual 
            layout of the median submitted by Parsons.  TxDoT states the City of 
            Colleyville will be responsible for contacting business owners
            affected by the plan and that those business owners must approve.

1/5/00      Letter sent to business owners by Realty Capital announcing a meeting 
            about the medians.

6/20/00     Mayor Donna Arp signs City-Developer Agreement with Village Monticello 
            Partners, Ltd. Village Management, LLC for The Village at 
            Colleyville.  Agreement includes the statement that the City agrees to 
            recommend approval to TxDoT of the Highway 26 median improvements 
            designed by Parsons.

4/3/01      Mayor Donna Arp signs agreement between the City of Colleyville and
            the State of Texas which includes the construction of the raised  
            medians.
