A study of leadership strategies conducted by two assistant
professors at Tarleton State University called "Effective School
Districts, Effective Leaders - What is the Connection?" rates
Carroll ISD first among 4A school districts in Texas. Schools in the
current study were scrutinized based on their performance on 12 key
school effectiveness indicator variables derived from the 1999-2000
Academic Excellence Indicator System report. The purpose of the study,
according to the article, was to determine the top effective districts
in Texas and to identify what Texas school superintendents believe to be
effective leadership strategies and management techniques most
responsible for improving student performance in their systems. It was
noted that each superintendent in the top districts from 1A to 5A
classifications maintained at least six years tenure in their current
positions. Other districts identified as number one in their respective
classifications include Moulton ISD - 1A; Crawford ISD - 2A; New Boston
ISD - 3A; and Grapevine-Colleyville ISD - 5A. The study showed that the
most effective school districts share common themes of public
involvement, high expectations, hard work, excellent teachers and strong
management teams. CISD officials say there are any number of different
ways school districts can be compared and rated. The district's top
priority is to concentrate on the individual needs of its students.
